(1) Services Introduction
For early identification of and to provide assistance to pre-primary
children, their families and caregivers with welfare needs The “Pilot Scheme on
Social Work Service for Pre-primary Institutions” (the Pilot Scheme) has been
implemented by the HKSAR Social Welfare Department in the academic year
2018-2019

Service goals
-Early identification of children and their family
members in potential crisis, and immediate referral, enrollment, counseling,
referral and other services.
- Work with the school to cultivate children's positive
emotions and strengthen their resilience, power and problem-solving ability.
- Organize parenting groups and seminars to strengthen
parents' understanding of children's needs at different stages.
- Strengthen parent-child relationships and
communication, and strengthen family relationships.
- Support teachers to identify and intervene in children's
needs and provide professional advice.
- Extend the supporting network and strengthen the co-operation
between school and the community

Prevention measures:

Provide activities, for
instance moral education, emotional management and promotion to primary school
for preschool children

Organize parenting education
groups and seminars for parents

for school staff
Developmental measures:

Provide professional tutoring,
growth groups and activities for preschool children and their families

Hold regular case conferences
for staff to assist in supporting the developmental needs of pre-school
children and their families
Therapeutic measures:

Provide crisis management and
professional consultation for needy cases
